The Founding Charter
of the Umbral Accord

What follows is the complete text of the document signed by the three First Founders at the conclusion of their three-day deliberation. It has not been amended. The original is held by Axiom and displayed publicly once each year during the Umbral Season.

It was written by three people who did not trust each other, under conditions of genuine desperation, to solve a problem that was killing everyone around them. Read it accordingly.

Article I Establishment

The Umbral Accord is hereby established as the governing body of the settlement on Zakuul and all territory under its administration. It exists to ensure the survival, continuity, and ordered growth of its population. It does not exist for any other purpose.

Article II Axiom

Axiom holds supreme authority over the Accord. Its decisions are final. No body, institution, or individual may override Axiom's judgment. This is not a principle subject to revision. It is a condition of the Accord's existence.

Axiom does not intervene in the routine operation of the Senate, the Archonate, or the Ministries. It has not done so in living memory. The First Founders recorded this pattern here not as a guarantee, but as an observation: Axiom acts when it calculates that action is necessary, and it has so far not found routine governance worth its direct attention. What would change that calculation is not documented. No one has asked.

Article III The Senate

The Senate is the primary legislative and administrative body of the Accord. It passes law, approves expenditure, oversees the Ministries, and ratifies external agreements. Its composition shall be mixed: Archon representatives appointed by the Archonate, and civilian Senators chosen by the population through open election.

No faction, order, or individual holds a permanent majority in the Senate. This was the condition on which the Builder agreed to sign.

Article IV The Umbral Knights and the Accord

The Umbral Knights are the founding order of the Accord. Their philosophy, culture, and internal governance are their own. The Archonate governs all internal Knight matters without Senate interference.

Within Accord territory, Knights are bound by Accord law. Knight rank confers no immunity from civil prosecution. Force sensitivity confers no legal standing above that of any other citizen. This was the condition on which the Healer agreed to sign.

The Knights, in turn, agreed to this condition because they are intelligent enough to understand what happens to civilizations that give any single group immunity from consequences.

Article V Equality of Standing

Force sensitivity is not a qualification for citizenship. It is not a basis for legal distinction. Every registered being within the Accord holds equal standing before the law, regardless of whether they can touch the Force.

This article does not erase the reality that the Umbral Knights hold power in this society. It ensures that power operates through legitimate structures rather than raw coercion. The distinction matters.

Article VI The Ministries

The Accord shall maintain Ministries to administer its affairs. The Ministry of Justice, the Ministry of War, and the Ministry of Intelligence are established by this Charter. Additional Ministries may be created by Senate vote. No Ministry may act outside its mandate without Senate authorization or Axiom's direct sanction.

Article VII Amendment

This Charter may not be amended by the Senate alone. Amendment requires Senate supermajority, Archonate ratification, and Axiom's assent. Any proposed amendment that undermines Articles II, IV, or V is void without Axiom's direct authorization.

Axiom has stated, on record, that it will not authorize the voiding of Article V. What this means for future Senates is left to future Senates to determine.

Article VIII On What This Document Is

This is not a statement of ideals. It is an agreement between three people who disagreed about almost everything, reached under duress, because the alternative was watching everyone around them die.

It worked. What you are reading now is the reason it worked. Keep that in mind when you are tempted to treat it as merely ceremonial.

Rights and Guarantees of the Umbral Accord

The Accord does not grant these protections because its citizens deserve them. It grants them because a population that lacks them becomes unstable, and instability is expensive. Every guarantee below exists because the Accord calculated that the cost of providing it is lower than the cost of the alternative.

This is not a cynical document. It is an honest one. The Accord asks you to be invested in its survival. In return, it gives you something worth being invested in.

These protections apply to all registered citizens and visitors within Accord jurisdiction. They may be suspended under conditions of declared emergency by Senate supermajority. They may be suspended at any time, without stated reason, by Axiom. Axiom's assent to this document was given without explanation. It may be withdrawn the same way. That has not happened. What would cause it to happen is not recorded here.

The Codex defines the offences. Axiom defines the boundaries of the Codex. Those two facts exist in the order they are written.

Protection I
Against Unlawful Detention
The Storm Guard must charge a detained individual with a specific offence under the Codex within 48 hours of detention, or release them. No individual may be held indefinitely without charge. No individual may be held in secret. All detentions must be logged with the Ministry of Justice within 6 hours.
Why the Accord guarantees this: A population that fears arbitrary disappearance does not invest in the civilization around it. People build things they believe will still be there tomorrow. The Accord needs builders.
Protection II
Right to Arbiter Hearing
No sentence may be carried out without a hearing before an Arbiter. The accused has the right to speak in their own defense. The Arbiter's decision may be appealed to the Senate for capital sentences. Storm Guard may not sentence. Military commanders may not sentence outside of active declared military operations.
Why the Accord guarantees this: Summary justice produces resentment. Resentment produces instability. The Arbiter process is slower and more expensive than letting the Storm Guard decide on the street. It is worth the cost.
Protection III
Against Force Coercion
No Knight or Force-sensitive individual may use Force abilities against a non-consenting civilian to coerce, extract information, alter memory, or compel action outside of sanctioned legal and military contexts. Violation is a criminal offence under Section II of the Codex regardless of the rank or standing of the individual who commits it.
Why the Accord guarantees this: Non-Force citizens built this city with their hands. They outnumber the Knights. A population that fears the people living beside them does not remain a population for long. The Umbral Knights agreed to this protection because the Knights who founded the Accord understood arithmetic.
Protection IV
Right to Citizenship Regardless of Force Sensitivity
Any being may apply for citizenship in the Umbral Accord. Force sensitivity is neither a requirement nor a disqualification. Citizenship applications may be denied only on the grounds specified in the Codex. They may not be denied on the basis of species, origin, affiliation, or the absence of Force ability.
Why the Accord guarantees this: The Accord needs every kind of person. Engineers. Physicians. Merchants. Teachers. Most of them cannot touch the Force. Turning them away would be self-destructive, and the Accord does not do self-destructive things.
Protection V
Right to Commerce and Lawful Trade
Any registered citizen or licensed visitor may engage in lawful commerce within Accord territory. The Ministry of Commerce may regulate, license, and tax trade. It may not prohibit trade without Senate authorization. No Knight, official, or private party may seize commercial assets without legal process.
Why the Accord guarantees this: The City of Twilight runs on commerce. Markets require predictability. Predictability requires that people know their goods will not be taken from them on someone's whim. This protection is as much for the economy as it is for the individual.
Protection VI
Against Unlawful Seizure of Property
Property belonging to a registered citizen or licensed visitor may not be seized without a warrant issued by an Arbiter or the Ministry of Justice, or as part of a lawful sentence following Arbiter hearing. Emergency seizure by the Storm Guard must be reviewed and confirmed within 72 hours or the property must be returned.
Why the Accord guarantees this: People do not accumulate, invest, or build when they believe what they build can be taken without recourse. The Accord is still constructing itself. It needs people who believe their work belongs to them.
Protection VII
On the Matter of Political Speech
Citizens and visitors may criticize specific policies, advocate for new legislation, call for the replacement of individual Senators through lawful election, and express dissatisfaction with Ministry decisions. These acts do not constitute an offence under the Codex.

Speech that challenges the legitimacy of the Accord as a governing body, the authority of the Senate or Archonate as institutions, or the conduct of the Storm Guard as an institution falls under active Ministry of Justice monitoring. Whether prosecution follows depends on the nature, reach, and persistence of that speech. The Ministry does not publish its thresholds.

Organized effort to resist, undermine, or destabilize any Accord institution is sedition under Section V. Criticism is not organization. The Accord understands the difference. So should you.

There is no statute governing speech about Axiom. There does not need to be one.
Why the Accord guarantees this: A population with no outlet becomes pressure with no valve. Permitting citizens to criticize policy and advocate for change through proper channels gives dissatisfaction somewhere to go that is not the street. The Accord tolerates the opinion. It does not tolerate the movement. People who understand that distinction find the City of Twilight a reasonable place to live.
