The Umbral Accord is hereby established as the governing body of the settlement on Zakuul and all territory under its administration. It exists to ensure the survival, continuity, and ordered growth of its population. It does not exist for any other purpose.
The Umbral Accord exists because those who built it understood that civilization requires more than strength. It requires order. The Codex is that order, written down.
These laws apply to every being within Accord jurisdiction regardless of rank, affiliation, Force sensitivity, or origin. Axiom does not negotiate with those who choose to stand outside the law. Neither does the Ministry of Justice.
Enforcement rests with the Storm Guard. Sentencing rests with the Arbiters. Capital matters are reviewed by the Senate. No individual authority may circumvent this chain without explicit sanction from Axiom.
The Accord maintains surveillance infrastructure throughout the City of Twilight and its districts. Identity verification, checkpoint inspection, Force-user registration, and informant networks operate as standard functions of civic order. These are not exceptional measures. They are the architecture of a stable society. Citizens who understand this find the Accord a predictable place to live. Those who do not are reminded of it.
The Accord Intelligence and Security Directorate operates outside the chain described above. It does not answer to the Senate, the Ministries, or the Archonate. Its mandate, staffing, and operations are not subject to public disclosure. Its existence is acknowledged here because the Accord does not hide what it is.
Offences against persons, property, and the general order of Accord society. Applies to all beings within Accord territorial jurisdiction.
Causing a public disturbance, engaging in threatening behavior without physical contact, or refusing lawful Storm Guard direction.
Persistent or organized disruption may be reclassified as Incitement (I-05).
The deliberate use of physical force, a weapon, or the Force against another person without consent or lawful justification.
Assault resulting in serious injury is automatically elevated to Felony tier. Force-assisted assault carries an additional charge under Section II.
Assault resulting in severe or permanent physical injury, or any assault committed with intent to permanently harm.
Distinction from murder rests on survival of the victim and demonstrable intent. Arbiter determines classification.
The deliberate killing of another person within Accord jurisdiction, or an act of such recklessness that death was the foreseeable outcome.
Self-defense claims are heard by an Arbiter. Sanctioned duels conducted under formal Accord filing are exempt from this statute. Authority line amended by Senate directive to reflect AISD notification protocol, circa 160 ABY.
Deliberate and organized effort to provoke others to commit unlawful acts, or to foment unrest against Accord institutions, officials, or public order.
Incitement that results in violence elevates to Felony. Incitement directed at Accord governance structures, the Archonate, or Accord institutions may be reclassified under Section V. Citizens who witness incitement and do not report it are subject to VI-03.
Unlawful taking of another person's property without consent.
Theft of government property or assets belonging to registered factions is elevated to Offence. Theft by force becomes Assault.
Theft of significant value, theft from government or military stores, or organized theft involving multiple participants.
Deliberate damage to or destruction of property belonging to another person, the Accord, or its infrastructure.
Destruction of Accord military assets, government facilities, power infrastructure, or critical civilian systems is a Capital offence under IX-04, not this statute. I-08 covers private and non-critical property damage.
The Umbral Knights govern their own internal affairs through the Archonate. These statutes govern the intersection of Knight conduct with Accord civil law, and apply to all registered Force-sensitive individuals operating under Accord recognition regardless of alignment or tradition. Unregistered Force use is addressed under Section VII. Internal Order discipline is separate from and additional to any civil penalty recorded here.
Use of the Force by a registered Force-sensitive against a non-consenting civilian or visitor outside of sanctioned contexts. Applies to all individuals whose Force sensitivity is on record with the Office of Citizen Affairs.
Sanctioned contexts include: declared and filed duels, military operations under orders, AISD-authorized interrogations, and Knight training under Archonate oversight. This statute covers registered individuals only. Unregistered Force use is a Felony under VII-02 regardless of other circumstances. Force use resulting in injury carries concurrent charges under Section I. Authority line amended by Axiom's directive to include AISD notification, date unrecorded.
Claiming an Umbral Knight title, rank, or authority not conferred by the Archonate, or presenting false credentials to obtain access, deference, or resources.
This statute applies to both non-Knights impersonating Knights, and Knights claiming ranks above their confirmed standing.
Conducting a formal duel within Accord territory without filing the required notice with the Storm Guard and receiving acknowledgment.
Duels resulting in death that were not properly sanctioned are subject to review under I-04. The notice requirement exists to allow Storm Guard to clear civilians from the area and is not a request for permission.
Use of Force abilities, Knight authority, or Umbral Knight resources to coerce, threaten, or act against Accord government, military, or civilian infrastructure outside of authorized Knight functions.
This statute exists to prevent the Umbral Knights from operating as a state within a state. Deliberate destruction of infrastructure is elevated to capital consideration under IX-04. The Archonate itself may be named in proceedings if systemic direction is demonstrated. Amended by Senate resolution to include mandatory AISD investigation, circa 162 ABY.
Statutes governing the legal status, registration, and standing of all beings within Accord territory. Entry processing and foreign district movement are governed in detail under Section VIII. This section covers status offences: the penalties for lying about who you are, violating the terms of your presence, or returning when you have been told to leave.
Arriving in Accord territory via Penumbra Station and failing to complete the registration process required by the Office of Citizen Affairs within the mandated period.
This is a procedural offence for individuals who arrive through proper channels but fail to complete their paperwork. Physical bypassing of Penumbra Station entirely is addressed under VIII-04 as Illegal Entry, which carries significantly greater penalties. Good faith processing delays caused by OCA backlog are not an offence.
Providing false information in any citizenship application, visitor registration, movement permit application, or related Accord identity document. Includes false identity, fabricated credentials, and deliberate omission of material facts including Force sensitivity, organizational affiliation, and prior criminal history.
Proactive correction of an honest error before discovery is not an offence. Falsification discovered after citizenship is granted does not exempt the individual from penalty. This statute applies to original filings and all subsequent renewals and updates. See also VIII-02 for foreign national falsification specifically.
Return to Accord territory by any means following a formal sentence of exile, regardless of how much time has passed since the original sentence.
Exile orders specify territorial scope. Presence on Penumbra Station constitutes a violation. There is no statute of limitations on exile.
Knowingly providing shelter, resources, identity cover, or assistance to a person under active exile order.
Unknowing assistance is not an offence provided the individual cooperates fully with Storm Guard upon discovery. Continued assistance after learning of the exile order is prosecuted from the point of discovery.
Statutes governing commercial activity within Accord territory and aboard Penumbra Station. Administered in coordination with the Ministry of Commerce.
Conducting commercial exchange within Accord territory without a valid trade license issued by the Ministry of Commerce.
One-time sales between private individuals do not require a license. Repeat activity or volume trade does.
Misrepresentation of goods, deliberate short measure, counterfeit currency or credits, or deceptive trade practices resulting in material loss to another party.
Importing or exporting goods through Accord territory in deliberate evasion of inspection, tariff, or prohibition.
Prohibited goods include weapons above civilian grade, controlled substances, and items flagged by the Ministry of Intelligence. Carrying prohibited goods unknowingly is a defense only if the carrier cooperated immediately upon discovery. AISD notification added by Senate amendment, circa 165 ABY.
The coercive transport, sale, or exploitation of sentient beings as property or labor against their will.
The Accord does not recognize slavery. Any claim that a victim consented is not a valid defense if coercion, deception, or dependency was involved. Network investigations are conducted by AISD independently of the criminal prosecution and may result in additional charges against parties not present at time of arrest.
Offences against the Accord as a governing body, its institutions, and the stability of its society. These are the most seriously regarded offences in the Codex.
Organized effort to undermine confidence in, or incite resistance to, Accord governance, its institutions, or lawful authority.
Criticism of specific policies and advocacy for legislative change through proper channels are not sedition. The line is organization: gathering others, coordinating resistance, or deliberately eroding institutional authority. Citizens whose speech approaches that line are typically monitored before charges are filed. The monitoring is not announced. Failure to report known seditious activity to the Storm Guard or AISD is itself an offence under Section VI.
Passing Accord intelligence, military dispositions, or governmental secrets to external parties without authorization.
Authorized intelligence exchange under Ministry of Intelligence direction is exempt. This statute applies to both citizens and visitors. Where AISD and Ministry of Intelligence investigations conflict in jurisdiction, AISD determination is final. This protocol established by Axiom directly, date not recorded in Senate Register.
Taking up arms against Accord military or governmental forces, or organizing others to do so, with the intent of overthrowing or destabilizing Accord governance.
Lawful armed resistance to unlawful orders is explicitly not insurrection. A citizen or soldier following an unlawful command who refuses and reports that refusal is protected.
Any act, plot, or conspiracy directed against the person, authority, or continuity of Axiom.
This statute has been invoked once in Accord history. The record of that proceeding is sealed. There is no equivalent statute covering speech about Axiom. There does not need to be one.
Active obligations required of all citizens and registered residents. Civic participation in the Accord's stability is not optional. It is a condition of membership.
Any citizen or registered resident found within Accord territory without valid identity documentation issued by the Office of Citizen Affairs.
Visitors in The Threshold district must carry their transit authorization at all times. Citizens must carry their Accord identity card. Force-sensitive individuals must carry their registration documentation in addition to standard identification. Checkpoint inspections are conducted without cause as a standard function of Accord security.
Refusing, obstructing, or fleeing a lawful checkpoint inspection or identity verification conducted by the Storm Guard, military, or AISD.
Compliance is expected immediately and without negotiation. An individual may request the presence of a witness but may not delay or refuse the inspection itself. Resistance that becomes physical is reclassified under Section I.
A citizen or registered resident who becomes aware of sedition, conspiracy, espionage, or armed insurrection and does not report it to the Storm Guard or AISD within a reasonable period.
The Accord does not require citizens to actively seek out disloyalty. It requires that when disloyalty is observed, it is reported. What constitutes a reasonable reporting period is determined by the Arbiter based on circumstances. Ignorance is a valid defense. Deliberate inaction is not.
Deliberate interference with Storm Guard, military, AISD, or intelligence operations, including providing false information, concealing persons under investigation, or warning targets of active surveillance.
This statute applies regardless of whether the individual being assisted was ultimately found guilty of an offence. The act of obstruction is the offence, not its outcome.
Force sensitivity within Accord territory is a matter of civic record, not personal discretion. All Force-sensitive individuals are subject to registration, evaluation, and ongoing monitoring regardless of affiliation or tradition.
Any Force-sensitive individual who resides in, visits, or operates within Accord territory without declaring their sensitivity to the Office of Citizen Affairs.
Force sensitivity detected during standard checkpoint screening or by Knight personnel constitutes discovery of an unregistered individual. The Accord does not distinguish between deliberate concealment and oversight. Both result in the same process. Citizens born within the City of Twilight are registered at birth. All others must register upon arrival or upon manifesting sensitivity if it develops during residency.
Use of Force abilities within Accord territory by any individual who has not completed registration and evaluation.
Registered Force-sensitives retain the right to use their abilities within Codex limits. Unregistered use — regardless of intent or outcome — is a felony. An individual deemed a significant threat by the Archonate following evaluation may be detained indefinitely or eliminated. The Arbiter presides but the Archonate determination is binding.
Possession, transport, or use of Force artifacts or other Force-imbued objects without authorization from the Archonate or Ministry of Science.
Authorization may be granted to registered Force users for scholarly or professional purposes. Unauthorized possession by unregistered individuals is elevated to capital consideration if the artifact is deemed dangerous by Archonate evaluation.
Individuals who are not Accord citizens are permitted within defined parameters. Those parameters are enforced. The Threshold district exists to give foreign visitors a place within the Accord. It also exists to give the Accord a place to keep them.
Any foreign visitor or non-citizen resident found outside The Threshold district without a valid Movement Permit or authorized escort.
Escorted movement is permitted for foreign residents accompanying a sponsoring citizen. The sponsor assumes legal responsibility for the visitor's conduct during transit. Loss of sponsor status immediately voids movement authorization.
Providing false information on any Accord registration document, including visitor transit authorization, movement permit applications, or citizenship applications.
This statute applies to original registration and to any subsequent update or renewal. Deliberate omission of material information — including Force sensitivity, prior criminal record under other jurisdictions, or organizational affiliation — constitutes falsification.
Use of encrypted, shielded, or off-network communications equipment within Accord territory without prior authorization from the Ministry of Intelligence.
Standard encrypted comms used by registered merchants for commercial transactions are exempt under licensed protocols. Personal encryption beyond standard Accord civilian encryption is not. Foreign visitors are advised that communications within The Threshold are monitored as standard. This is not a secret.
Entry into Accord territory by any means that bypasses Penumbra Station processing, including surface landing without authorization or transit through unsanctioned hyperspace routes.
The Accord is aware that its hyperspace lanes are not fully secured. Illegal entry is prosecuted regardless of intent. There is no innocent reason to avoid the standard arrival process.
The Umbral Knights hold extraordinary authority within the Accord. That authority has limits. Both facts are equally true and equally enforced. This section exists not to diminish Knight power but to define the shape of it — because power without defined edges is not authority. It is chaos. And the Knights of the Umbral Accord are not chaotic.
A recognized Knight of Lord rank or above may requisition property, services, or passage from citizens and residents for legitimate Accord purposes. This is an extraordinary right, not a routine one.
Lawful requisition requires a stated purpose connected to Accord duties, security, or official Umbral Knight business. Requisition for personal enrichment, harassment, or spite is not lawful. Citizens may file a complaint with the Ministry of Justice. The Ministry will review it. What happens next depends on the Knight involved and the merit of the complaint.
A recognized Knight of Lord rank or above may conduct interrogations of suspected traitors, spies, or individuals believed to pose a threat to Accord security. Force-assisted interrogation is permitted within this context.
Interrogation authority applies to matters of Accord security, not personal disputes. Using interrogation authority against a rival, a creditor, or a political enemy is prosecuted under IX-03. The AISD investigates deaths during interrogation. This applies to all Knights regardless of rank. The investigation will be thorough.
Use of Knight rank, title, or Force ability to coerce, harm, or dispossess citizens for personal gain, vengeance, or reasons unconnected to legitimate Accord functions.
The Archonate governs Knight discipline internally. This statute exists as the Codex record of what the Archonate already prohibits. A Knight who destabilizes the Accord for personal reasons is a liability to every other Knight in the Accord. The Archonate understands this. So do the Knights.
Deliberate destruction of Accord military assets, governmental facilities, power infrastructure, or critical civilian systems by any individual, including Umbral Knights.
This statute applies without exception of rank. A Knight who destroys Accord infrastructure in a personal conflict has committed a capital offence. The Archonate will not shield them. The AISD will investigate. Axiom will be informed. These facts are recorded here because it has been necessary to record them.
