The Umbral Accord is hereby established as the governing body of the settlement on Zakuul and all territory under its administration. It exists to ensure the survival, continuity, and ordered growth of its population. It does not exist for any other purpose.
The Umbral Accord exists because those who built it understood that civilization requires more than strength. It requires order. The Codex is that order, written down.
These laws apply to every being within Accord jurisdiction regardless of rank, affiliation, Force sensitivity, or origin. Axiom does not negotiate with those who choose to stand outside the law. Neither does the Ministry of Justice.
Enforcement rests with the Umbral Legion. Sentencing rests with the Arbiters. Capital matters are reviewed by the Senate. No individual authority may circumvent this chain without explicit sanction from Axiom.
The Accord maintains surveillance infrastructure throughout the City of Twilight and its districts. Identity verification, checkpoint inspection, Force-user registration, and informant networks operate as standard functions of civic order. These are not exceptional measures. They are the architecture of a stable society. Citizens who understand this find the Accord a predictable place to live. Those who do not are reminded of it.
The Accord Intelligence and Security Directorate operates outside the chain described above. It does not answer to the Senate, the Ministries, or the Archonate. Its mandate, staffing, and operations are not subject to public disclosure. Its existence is acknowledged here because the Accord does not hide what it is.
Causing a public disturbance, engaging in threatening behavior without physical contact, or refusing lawful Umbral Legion direction.

Deliberate and organized effort to provoke others to commit unlawful acts, or to foment unrest against Accord institutions, officials, or public order.

Claiming a Twilight Order title, rank, or path affiliation not conferred by the Archonate, or presenting false credentials to obtain access, deference, or resources.

This statute applies to both non-Knights impersonating Knights, and Knights claiming ranks above their confirmed standing.

Duels resulting in death that were not properly sanctioned are subject to review under I-04. The notice requirement exists to allow Umbral Legion to clear civilians from the area and is not a request for permission.

This statute exists to prevent the Twilight Order from operating as a state within a state. Deliberate destruction of infrastructure is elevated to capital consideration under IX-04. The Archonate itself may be named in proceedings if systemic direction is demonstrated. Amended by Senate resolution to include mandatory AISD investigation, circa 162 ABY.
Arriving in Accord territory via Penumbra Station and failing to complete the registration process required by the Office of Citizen Affairs within the mandated period.

This is a procedural offence for individuals who arrive through proper channels but fail to complete their paperwork. Physical bypassing of Penumbra Station entirely is addressed under VIII-04 as Illegal Entry, which carries significantly greater penalties. Good faith processing delays caused by OCA backlog are not an offence.
Providing false information in any citizenship application, visitor registration, movement permit application, or related Accord identity document. Includes false identity, fabricated credentials, and deliberate omission of material facts including Force sensitivity, organizational affiliation, and prior criminal history.
Registry record voided. Citizenship revoked if previously granted. Detention 14 to 60 days. Permanent deportation for foreign nationals. Exile may apply.

Proactive correction of an honest error before discovery is not an offence. Falsification discovered after citizenship is granted does not exempt the individual from penalty. Criticism of specific policies and advocacy for legislative change through proper channels are not sedition. The line is organization: gathering others, coordinating resistance, or deliberately eroding institutional authority. Failure to report known seditious activity to the Umbral Legion or AISD is itself an offence under Section VI.
Passing Accord intelligence, military dispositions, or governmental secrets to external parties without authorization.

Taking up arms against Accord military or governmental forces, or organizing others to do so, with the intent of overthrowing or destabilizing Accord governance.
Citizenship revocation. Detention. Execution is a probable outcome.

Lawful armed resistance to unlawful orders is explicitly not insurrection. A citizen or soldier following an unlawful command who refuses and reports that refusal is protected.

The Accord does not require citizens to actively seek out disloyalty. It requires that when disloyalty is observed, it is reported. What constitutes a reasonable reporting period is determined by the Arbiter based on circumstances. Ignorance is a valid defense. Deliberate inaction is not.

A recognized Knight of Lord rank or above may requisition property, services, or passage from citizens and residents for legitimate Accord purposes. This is an extraordinary right, not a routine one.
No penalty for lawful requisition. Abuse of requisition authority is prosecuted under IX-03.

Lawful requisition requires a stated purpose connected to Accord duties, security, or official Twilight Order business. Requisition for personal enrichment, harassment, or spite is not lawful. A recognized Knight of Lord rank or above may conduct interrogations of suspected traitors, spies, or individuals believed to pose a threat to Accord security. Force-assisted interrogation is permitted within this context.
No penalty for lawful interrogation. Death of the subject during interrogation triggers mandatory review.
Knight self-authorization for initial interrogation. AISD notified within 24 hours. Death triggers Arbiter review.
Interrogation authority applies to matters of Accord security, not personal disputes. Using interrogation authority against a rival, a creditor, or a political enemy is prosecuted under IX-03. The AISD investigates deaths during interrogation. This applies to all Knights regardless of rank. The investigation will be thorough.
Use of Knight rank, title, or Force ability to coerce, harm, or dispossess citizens for personal gain, vengeance, or reasons unconnected to legitimate Accord functions.

The Archonate governs Knight discipline internally. This statute exists as the Codex record of what the Archonate already prohibits. A Knight who destabilizes the Accord for personal reasons is a liability to every other Knight in the Accord. The Archonate understands this. So do the Knights.
Deliberate destruction of Accord military assets, governmental facilities, power infrastructure, or critical civilian systems by any individual, including members of the Twilight Order.

This statute applies without exception of rank. A Knight who destroys Accord infrastructure in a personal conflict has committed a capital offence. The Archonate will not shield them. The AISD will investigate. Axiom will be informed. These facts are recorded here because it has been necessary to record them.
What follows is the complete text of the document signed by the three First Founders at the conclusion of their three-day deliberation. It has not been amended. The original is held by Axiom and displayed publicly once each year during the Umbral Season.
It was written by three people who did not trust each other, under conditions of genuine desperation, to solve a problem that was killing everyone around them. Read it accordingly.
Axiom holds supreme authority over the Accord. Its decisions are final. No body, institution, or individual may override Axiom's judgment. This is not a principle subject to revision. It is a condition of the Accord's existence.
Axiom does not intervene in the routine operation of the Senate, the Archonate, or the Ministries. It has not done so in living memory. The First Founders recorded this pattern here not as a guarantee, but as an observation: Axiom acts when it calculates that action is necessary, and it has so far not found routine governance worth its direct attention. What would change that calculation is not documented. No one has asked.
The Senate is the primary legislative and administrative body of the Accord. It passes law, approves expenditure, oversees the Ministries, and ratifies external agreements. Its composition shall be mixed: Archon representatives appointed by the Archonate, and civilian Senators chosen by the population through open election.
No faction, order, or individual holds a permanent majority in the Senate. This was the condition on which the Builder agreed to sign.
The Twilight Order is the founding Force order of the Accord. Its philosophy, culture, and internal governance are its own. The Archonate governs all internal Order matters, across both the Umbral and Lumen paths, without Senate interference.
Within Accord territory, Knights are bound by Accord law. Knight rank confers no immunity from civil prosecution. Force sensitivity confers no legal standing above that of any other citizen. This was the condition on which the Healer agreed to sign.
The Knights, in turn, agreed to this condition because they are intelligent enough to understand what happens to civilizations that give any single group immunity from consequences.
Force sensitivity is not a qualification for citizenship. It is not a basis for legal distinction. Every registered being within the Accord holds equal standing before the law, regardless of whether they can touch the Force.
This article does not erase the reality that the Twilight Order holds power in this society. It ensures that power operates through legitimate structures rather than raw coercion. The distinction matters.
The Accord shall maintain Ministries to administer its affairs. The Ministry of Justice, the Ministry of War, and the Ministry of Intelligence are established by this Charter. Additional Ministries may be created by Senate vote. No Ministry may act outside its mandate without Senate authorization or Axiom's direct sanction.
This Charter may not be amended by the Senate alone. Amendment requires Senate supermajority, Archonate ratification, and Axiom's assent. Any proposed amendment that undermines Articles II, IV, or V is void without Axiom's direct authorization.
Axiom has stated, on record, that it will not authorize the voiding of Article V. What this means for future Senates is left to future Senates to determine.
This is not a statement of ideals. It is an agreement between three people who disagreed about almost everything, reached under duress, because the alternative was watching everyone around them die.
It worked. What you are reading now is the reason it worked. Keep that in mind when you are tempted to treat it as merely ceremonial.
The Accord does not grant these protections because its citizens deserve them. It grants them because a population that lacks them becomes unstable, and instability is expensive. Every guarantee below exists because the Accord calculated that the cost of providing it is lower than the cost of the alternative.
This is not a cynical document. It is an honest one. The Accord asks you to be invested in its survival. In return, it gives you something worth being invested in.
These protections apply to all registered citizens and visitors within Accord jurisdiction. They may be suspended under conditions of declared emergency by Senate supermajority. They may be suspended at any time, without stated reason, by Axiom. Axiom's assent to this document was given without explanation. It may be withdrawn the same way. That has not happened. What would cause it to happen is not recorded here.
The Codex defines the offences. Axiom defines the boundaries of the Codex. Those two facts exist in the order they are written.
The Umbral Legion must charge a detained individual with a specific offence under the Codex within 48 hours of detention, or release them. No individual may be held indefinitely without charge. No individual may be held in secret. All detentions must be logged with the Ministry of Justice within 6 hours.
Why the Accord guarantees this: A population that fears arbitrary disappearance does not invest in the civilization around it. People build things they believe will still be there tomorrow. The Accord needs builders.
No sentence may be carried out without a hearing before an Arbiter. The accused has the right to speak in their own defense. The Arbiter's decision may be appealed to the Senate for capital sentences. Umbral Legion may not sentence. Military commanders may not sentence outside of active declared military operations.
Why the Accord guarantees this: Summary justice produces resentment. Resentment produces instability. The Arbiter process is slower and more expensive than letting the Umbral Legion decide on the street. It is worth the cost.
No Knight or Force-sensitive individual may use Force abilities against a non-consenting civilian to coerce, extract information, alter memory, or compel action outside of sanctioned legal and military contexts. Violation is a criminal offence under Section II of the Codex regardless of the rank or standing of the individual who commits it.
Why the Accord guarantees this: Non-Force citizens built this city with their hands. They outnumber the Knights. A population that fears the people living beside them does not remain a population for long. The Twilight Order agreed to this protection because the founders understood arithmetic.
Any being may apply for citizenship in the Umbral Accord. Force sensitivity is neither a requirement nor a disqualification. Citizenship applications may be denied only on the grounds specified in the Codex. They may not be denied on the basis of species, origin, affiliation, or the absence of Force ability.
Why the Accord guarantees this: The Accord needs every kind of person. Engineers. Physicians. Merchants. Teachers. Most of them cannot touch the Force. Turning them away would be self-destructive, and the Accord does not do self-destructive things.
Any registered citizen or licensed visitor may engage in lawful commerce within Accord territory. The Ministry of Commerce may regulate, license, and tax trade. It may not prohibit trade without Senate authorization. No Knight, official, or private party may seize commercial assets without legal process.
Why the Accord guarantees this: The City of Twilight runs on commerce. Markets require predictability. Predictability requires that people know their goods will not be taken from them on someone's whim. This protection is as much for the economy as it is for the individual.
Property belonging to a registered citizen or licensed visitor may not be seized without a warrant issued by an Arbiter or the Ministry of Justice, or as part of a lawful sentence following Arbiter hearing. Emergency seizure by the Umbral Legion must be reviewed and confirmed within 72 hours or the property must be returned.
Why the Accord guarantees this: People do not accumulate, invest, or build when they believe what they build can be taken without recourse. The Accord is still constructing itself. It needs people who believe their work belongs to them.
Citizens and visitors may criticize specific policies, advocate for new legislation, call for the replacement of individual Senators through lawful election, and express dissatisfaction with Ministry decisions. These acts do not constitute an offence under the Codex.
Speech that challenges the legitimacy of the Accord as a governing body, the authority of the Senate or Archonate as institutions, or the conduct of the Umbral Legion as an institution falls under active Ministry of Justice monitoring. Whether prosecution follows depends on the nature, reach, and persistence of that speech. The Ministry does not publish its thresholds.
Organized effort to resist, undermine, or destabilize any Accord institution is sedition under Section V. Criticism is not organization. The Accord understands the difference. So should you.
There is no statute governing speech about Axiom. There does not need to be one.
Why the Accord guarantees this: A population with no outlet becomes pressure with no valve. Permitting citizens to criticize policy and advocate for change through proper channels gives dissatisfaction somewhere to go that is not the street. The Accord tolerates the opinion. It does not tolerate the movement. People who understand that distinction find the City of Twilight a reasonable place to live.
