Penumbra Station is the first and only point of entry to Accord territory. No vessel proceeds to the surface of Dromund Kaas without completing the arrival process here. This is not a formality. It is the condition under which the Accord opened its doors, and it applies to everyone equally, without exception and without negotiation.

The Umbral Sith are citizens of the Accord and are bound by the same law that governs everyone else within Accord territory. They are also Sith. The distinction between what is legally permitted and what is personally advisable when dealing with them is one the Accord cannot legislate. Conduct yourself accordingly.
The Kaasian Internal Security Directorate maintains a presence throughout the station and in Kaas City. You will not always know when you are interacting with a KISD operative or an informant. This is intentional. It is not cause for alarm if your conduct requires no concealment.
The Threshold is the district of Kaas City designated for foreign nationals with District Resident status and above. It is not a restriction zone. It is a convenience: a part of the city built to accommodate people who are not yet citizens, with the services, infrastructure, and commercial presence that reflects that population.
The Threshold has its own cantinas, lodging, markets, and commercial district. It is lively, diverse, and home to a permanent population of long-term foreign residents who have chosen not to pursue citizenship but have chosen not to leave either. Many find it comfortable. Some find it cramped. All communications within The Threshold are monitored as standard practice. This is not exceptional. It is the condition of the district.
Movement from The Threshold into the broader city requires a Movement Permit. Applications are processed through the Office of Citizen Affairs. The process takes time. Bring patience or pursue citizenship, which removes the restriction entirely.
