Elite senior agents designated by number for operational security. Strictly limited slots. Cipher One is the most senior active field agent.

Director of all AISD operations: internal security and the Cipher Network both. May be held by a Psion of any path or a civilian. Reports to the Axiom. Maintains operational independence that in practice means the Keeper reports results, not methods.

Not yet a citizen. Permitted in the City of Twilight and Penumbra Station under visitor protocols.

Formally recognized member of the Accord. Full rights and responsibilities under Accord law.

Elected local official below Senate level.

Elected Senate member. Serves a fixed term with possibility of re-election.

Head of a Ministry. Senate-appointed. Oversees one of the eight Ministries of the Accord.

Head of the Senate. Elected by Senate members from among their number.

Street patrol and basic enforcement. The Legion's standard enlisted rank carries civil enforcement authority within the City of Twilight.

Fireteam lead. First point of escalation for incidents beyond a single soldier's authority.

Squad leader. Supervises street enforcement operations and coordinates case handoffs with Arbiter offices.

Platoon command. Oversees a district patrol area. Approves detention extensions and liaises with the Ministry of Justice on policy compliance.

Sector command. Coordinates multi-district enforcement operations. Reports to the Minister of War on civil enforcement matters.

Judge. Independent of Legion command. Protected judicial independence under the Founding Charter.

Chief Justice of the Accord. Highest legal authority below the Senate.

Political oversight of the Arbiter system. Does not direct Legion enforcement operations.

Runs a regional bureau or specialist beat. Editorial authority over correspondents assigned to their coverage area.

Head of the Umbral News Authority. Reports to the Minister of Culture. Sets editorial direction for all UNA output across Accord space.
