The Founding Charter
of the Umbral Accord

What follows is the complete text of the document signed by the three First Founders at the conclusion of their three-day deliberation. It has not been amended. The original is held by Axiom and displayed publicly once each year during the Umbral Season.

It was written by three people who did not trust each other, under conditions of genuine desperation, to solve a problem that was killing everyone around them. Read it accordingly.

This tab is a polity founding charter: local institutions, Axiom, Senate, and civil standing. The galactic treaty that protects the Umbral Ring is the Accord Charter.

Article I Establishment

The Umbral Accord is hereby established as the governing body of the settlement on Zakuul and all territory under its administration. It exists to ensure the survival, continuity, and ordered growth of its population. It does not exist for any other purpose.

Article II Axiom

Axiom holds supreme authority over the Accord. Its decisions are final. No body, institution, or individual may override Axiom's judgment. This is not a principle subject to revision. It is a condition of the Accord's existence.

Axiom does not intervene in the routine operation of the Senate, the Archonate, or the Ministries. It has not done so in living memory. The First Founders recorded this pattern here not as a guarantee, but as an observation: Axiom acts when it calculates that action is necessary, and it has so far not found routine governance worth its direct attention. What would change that calculation is not documented. No one has asked.

Article III The Senate

The Senate is the primary legislative and administrative body of the Accord. It passes law, approves expenditure, oversees the Ministries, and ratifies external agreements. Its composition shall be mixed: Archon representatives appointed by the Archonate, and civilian Senators chosen by the population through open election.

No faction, order, or individual holds a permanent majority in the Senate. This was the condition on which the Builder agreed to sign.

Article IV The Twilight Order and the Accord

The Twilight Order is the founding Force order of the Accord. Its philosophy, culture, and internal governance are its own. The Archonate governs all internal Order matters, across both the Umbral and Lumen paths, without Senate interference.

Within Accord territory, Knights are bound by Accord law. Knight rank confers no immunity from civil prosecution. Force sensitivity confers no legal standing above that of any other citizen. This was the condition on which the Healer agreed to sign.

The Knights, in turn, agreed to this condition because they are intelligent enough to understand what happens to civilizations that give any single group immunity from consequences.

Article V Equality of Standing

Force sensitivity is not a qualification for citizenship. It is not a basis for legal distinction. Every registered being within the Accord holds equal standing before the law, regardless of whether they can touch the Force.

This article does not erase the reality that the Twilight Order holds power in this society. It ensures that power operates through legitimate structures rather than raw coercion. The distinction matters.

Article VI The Ministries

The Accord shall maintain Ministries to administer its affairs. The Ministry of Justice, the Ministry of War, and the Ministry of Intelligence are established by this Charter. Additional Ministries may be created by Senate vote. No Ministry may act outside its mandate without Senate authorization or Axiom's direct sanction.

Article VII Amendment

This Charter may not be amended by the Senate alone. Amendment requires Senate supermajority, Archonate ratification, and Axiom's assent. Any proposed amendment that undermines Articles II, IV, or V is void without Axiom's direct authorization.

Axiom has stated, on record, that it will not authorize the voiding of Article V. What this means for future Senates is left to future Senates to determine.

Article VIII On What This Document Is

This is not a statement of ideals. It is an agreement between three people who disagreed about almost everything, reached under duress, because the alternative was watching everyone around them die.

It worked. What you are reading now is the reason it worked. Keep that in mind when you are tempted to treat it as merely ceremonial.
